Democrats want to add 1.5 trillion in healthcare spending to this short term continuing resolution. They want to add 500 million for NPR. They want to restore funding to the leftist NGOs that were cancelled when USAID was shutdown. Congress has never done such huge changes in a continuing resolution (CR). The Republicans have offered a clean CR that just continues funding the govt at current levels until Nov 21st so that negotiations can continue. It is really that simple.(Wall Street Mav)
