The plan reveals that losses will not be reimbursed in USD. Instead, the protocol will issue USD-equivalent debt tokens (NEOM) corresponding to the amount of user losses, ultimately ensuring that all users receive 100% of their principal as compensation for the losses caused by the prior security incident. NEOM debt tokens are pegged 1:1 to the USD, and the calculation of losses will be strictly based on a complete on-chain asset snapshot taken at the time the protocol was paused, ensuring fairness and transparency.
