what is consensus enforceable in bitcoin-like systems is counter-intuitive. it's not "anything we can program" it's a quirky tiny subset. the minimum fee rate and minimum increase to replace transactions is actually quite clever as it's not obvious you could make relay anti-DoS.(Adam Back)
