The federal government has about a 5 trillion budget with at least a trillion dollar deficit. So, we're broke. And yet the fake news media describes a Trump budget that saves 163 billion to be "slashing" government programs. (Meanwhile, a Republican-controlled Congress may not even pass a 9 billion recission package.)
