No country can claim ownership of the Moon, or any celestial body, through occupation, use, or any other means. On paper, the Moon belongs to no one. In 2015, the US passed a law making a key distinction: you can't own the land, but you can own whatever you physically dig up from it. 🇺🇸 The US then built an entire coalition around that idea: the Artemis Accords... Critics, especially Russia and China, call it land grab.
