Interpreting the latest report from the Ethereum Foundation: Why are governments and giants focusing on Ethereum?

Editor's Note: On July 2, the global policy strategy team of the Ethereum Foundation released a report discussing how governments and institutions should think about Ethereum and why it is the best platform for their deployment. The report highlights that Ethereum has maintained a zero downtime record since its launch in 2015, and as of March 2026, its network is secured by approximately 76 billion USD worth of staked ETH.

This report is worth a look:

Ethereum is not an ordinary blockchain; it is currently the platform closest to "digital public infrastructure."

Like the Internet's TCP/IP protocol, it is neutral, open, and no one controls it, but it is used to handle "value, contracts, coordination."

Several aspects:

1. No one controls it (strongest neutrality)

Ethereum has no owner, no backdoors, no kill switch.

Thousands of independent nodes and hundreds of thousands of validators maintain it together, and no single country, company, or individual can unilaterally change the rules or shut it down.

This is very important for governments and institutions, as they are most afraid of handing critical infrastructure to someone who can be "controlled by a third party."

2. Safely operated for over 10 years without failure

Currently, about 76 billion USD worth of ETH is staked (as a security guarantee). To attack it would cost over 50 billion USD, and one would incur a total loss.

Since its launch in 2015, it has had zero downtime (unlike all other L1s which have encountered issues).

3. Has been genuinely used by large institutions and governments

• Stablecoins: 159 billion USD locked on it (far surpassing other chains).

• Real asset tokenization (RWA): BlackRock, JPMorgan, etc., have already launched products on it.

• Government applications: Bhutan is implementing a national digital identity, and India is using it for land registration to combat corruption, etc.

4. Clear advantages over other options

• Compared to traditional banks/intermediaries:

No need to trust intermediaries, assured by mathematics and cryptography, more transparent, and lower costs.

• Compared to "consortium/private chains":

More open, neutral, no one can monopolize.

• Compared to other public chains:

More mature, the most developers, the largest economic scale, and the highest security.
