According to Cointelegraph, the French National Assembly rejected the “revenue” section of the 2027 national budget on Wednesday evening, causing the three cryptocurrency-related amendments previously included in the bill to be eliminated from the version of the bill that will be submitted to the Senate, although they may still be reintroduced during the Senate review stage in the future.
The National Assembly had previously passed three cryptocurrency-related amendments. On October 16, legislators approved an amendment stipulating that profits from converting cryptocurrencies into stablecoins would be subject to taxes. On Tuesday, lawmakers passed another amendment requiring taxpayers to declare their self-custody digital assets; if the total reached or exceeded €100,000 (approximately $112,000), they would need to declare it. The assessment baseline for this threshold is December 31 of the tax year. Additionally, another amendment proposed that if cryptocurrency platforms fail to provide relevant information as required by tax authorities, penalties would increase from €10,000 to €50,000.
According to CryptoBriefing, the Dubai International Financial Centre (DIFC) court on November 5 released a white paper on the “Dispute Resolution Oracle” (DRO), proposing a scheme that allows off-chain court or arbitration judgments to directly trigger the enforcement of tokenized assets on-chain. This mechanism is entirely based on voluntary principles, and parties need to designate a dispute resolution forum in advance, with the DIFC court serving as the first qualified provider. The DRO itself does not actively change assets but is responsible for verifying execution instructions and generating auditable execution records on participating blockchains; actual dispute adjudication, arbitration, and mediation continue to proceed in the traditional manner.
The white paper positions this framework as an open technical and legal standard, listing five core elements: a jurisdiction with enforcement capacity, adoptable open standards, a qualified provider registry, a controlled pilot program, and international dialogue on mutual recognition. This proposal was announced at the Dubai Future Tokenization Forum, forming part of the DIFC Court's growth strategy for 2026 to 2030.
According to the Nigerian Central Bank (CBN) issued “Regulations for the Operations of Non-Security Virtual Assets in Nigeria” (November 5, 2026), the CBN will regulate non-securities virtual assets and stablecoins for payment, settlement, and remittance purposes; securities remain under the Securities and Exchange Commission (SEC). Foreign currency-pegged stablecoins (Class 2) must be issued by locally licensed entities in Nigeria, with a minimum paid capital of 15 billion Naira (approximately $11.16 million); Naira-pegged Class 1 issuers must have 10 billion Naira; other entities providing non-securities virtual asset services need at least 1 billion Naira in capital, and those already holding SEC licenses cannot count this capital requirement towards those of the CBN. The P2P business facilitated by platforms must obtain special approval from the CBN and verify that the names of Naira payment and receipt accounts match the Bank Verification Number (BVN) before permitting the registration or crediting of regulated tokens. The issuance of algorithmic stablecoins and similar categories is prohibited, defining the boundaries of responsibilities between the CBN and SEC.

Insights Compilation
PANews Summary: Anthropic has submitted an IPO prospectus to the SEC, planning to list ANT on Nasdaq, with market expectations valuing it at $1.5-1.75 trillion. Its shares are highly sought after in Silicon Valley. Bitget's IPO Prime has opened rANT token subscriptions including VIP round and public round, starting with $100, where rANT is backed 1:1 by real shares but does not have shareholder voting rights; the public round service fee is 5%, while the VIP round is 12%, with historical allocation rates between 40-80% for reference only. This model draws upon its experience with related token projects of SpaceX and OpenAI, lowering the participation threshold for ordinary users in popular IPOs via crypto accounts, but the final returns depend on the allocation ratio and stock price performance post-listing, and the project itself remains uncertain.
Circle's Q3 Report Breakdown: USDC Runs Faster, Circle Earns Less
PANews Summary: Circle's Q3 report showed total revenue of $865 million, of which $182 million came from ARC token pre-sales. When excluding this one-time revenue, main operating revenue declined by 8% year-on-year, and reserve interest income also decreased by 8% year-on-year. The on-chain trading volume of USDC surged, with its trading volume share rising to 79%, but the stock share fell to 27%, accelerating fund turnover without directly benefiting Circle. Due to declining U.S. Treasury yields and revenue sharing pressures from high-priced channels such as Hyperliquid and Binance, the company's profit margins are under pressure. Circle is focusing on Circle payment network and acquiring Tazapay to expand cross-border settlements, but this business is not expected to generate substantial revenue until 2027; the primary income source at this stage still comes from reserve interest.
PANews Summary: The CFTC on November 3 released US stock perpetual futures, with four crypto institutions—Kalshi, Coinbase, Bitnomial, and OG.com—advancing related products under a mechanism that takes effect at the end of the 45-day review period, though this product still needs to complete SEC-related registration. Cboe and Castle Securities-backed CMA filed a lawsuit on the same day, disputing whether US stock perpetuities should be classified as security futures or security swaps; if categorized as the latter, sales to retail investors will be restricted. The lawsuit reflects a commercial interest battle; US perpetuals would divert traditional options order flow, threatening traditional institutions' market making and options business. Traditional institutions worry about regulatory arbitrage and aim to raise entry barriers and standardize competition rules. The subsequent development of this product category hinges on regulatory rulings, liquidity, and investor protection factors.
