According to Japanese cryptocurrency media CoinPost, on August 6, the Financial Services Agency (FSA) of Japan collaborated with the National Police Agency to officially request the Japan Virtual Currency Exchange Association (JVCEA) to strengthen measures against cryptocurrency fraud cases.

Contents of New Anti-Fraud Regulations

On the 6th, the FSA jointly proposed 11 new regulations to the JVCEA regarding the pre-registration system for withdrawal addresses, strengthened transaction monitoring, and other areas. All exchanges, regardless of their size, are included within the scope of this rectification.

The driving force behind this move is the continuous increase in investment inducement frauds and "pig butchering" romance scams implemented through social platforms in recent years. Although financial institutions have already taken countermeasures, the methods of fraud have become increasingly cunning and complex, with cases of fraudulently obtained funds directly flowing into exchange accounts even appearing.

Dual Approach of Identity Verification and Withdrawal Restrictions

The new regulations require exchanges to establish tighter mechanisms to verify the authenticity of identification documents submitted during account opening and clearly inform users that trading accounts engaged in illegal activities. Additionally, users will face restrictions on withdrawals for a certain period after completing fiat currency deposits or purchasing virtual currencies.

Regarding withdrawal addresses, the FSA requires the introduction of a pre-registration system: newly registered withdrawal addresses must first be checked for any connection to fraud cases before imposing a restriction period. At the same time, exchanges must set a limit on withdrawal amounts based on user risk assessment results and trading purposes, and if adjustments to the limit are necessary, they must be approached with extra caution.

Enhanced Transaction Monitoring and Closer Collaboration with Police

At the transaction monitoring level, the new regulations require exchanges to promptly adjust detection strategies in response to the recent surge in high-fraud case tactics, enhancing the identification of abnormal transactions that are inconsistent with account usage. Once suspicious transactions are detected, measures such as transaction restrictions or account freezes must be taken immediately.

Other requirements include: mandatory activation of multi-factor authentication when there are suspicions of impersonation, and verification of whether the remitter's name matches the account name. The FSA also requires exchanges to establish a rapid information sharing and cooperation mechanism with local police. For projects that require system modifications and are difficult to implement in the short term, the FSA has stated that they can be advanced in stages as planned.
