On the morning of July 17, President Xi Jinping attended the opening ceremony of the 2026 World Artificial Intelligence Conference and the High-level Meeting on Global Governance of Artificial Intelligence in Shanghai and delivered a keynote speech.

Along the Huangpu River, a new tide is rising. The guest hall is filled with distinguished guests.

Xi Jinping took a collective photo with heads of state, government leaders, heads of international organizations, and heads of delegations from various countries attending the meeting.

Amid warm applause, Xi Jinping delivered a keynote speech titled "Working Together to Build a Fair and Reasonable Global Governance System for Artificial Intelligence."

Xi Jinping pointed out that currently, the world is experiencing an accelerated evolution of changes unseen in a century, a new round of technological revolution and industrial transformation is making rapid breakthroughs, and global innovation in artificial intelligence technology is entering an unprecedented active phase, which holds great opportunities but also faces governance challenges. Humanity must confront the questions of the times: How should humans coexist with machines when they begin to think? How can safety be ensured when algorithms are involved in decision-making? How can governance keep up when technology challenges ethics? How can inclusiveness be achieved when the gap continues to widen? The Chinese side believes that all countries should adhere to a people-centered and upwardly moral philosophy, allowing artificial intelligence to become an important driving force for promoting shared prosperity and maintaining common security, and work together to build a fair and reasonable global governance system for artificial intelligence.

In this regard, Xi Jinping put forward four proposals:

First, adhere to openness and mutual benefit, and drive innovative development. Seize the rare historic opportunity, encourage open-source collaboration and shared endeavors, fully promote technological innovation, industrial development, and application scenarios in artificial intelligence, and collaboratively advance the transformation and upgrading of traditional industries, the cultivation and strengthening of emerging industries, and forward-looking layouts in future industries, so that artificial intelligence empowers countless industries.

Second, strengthen risk awareness and ensure safety and controllability. Attach great importance to various inherent and derived risks posed by artificial intelligence, promote the establishment of legal regulations, technical monitoring, risk warning, and emergency response systems, fortify safety bottom lines, prevent abuse and misuse, and ensure that artificial intelligence is always under human control. Jointly oppose the practice of generalizing the concept of national security in the field of artificial intelligence and prioritizing one’s own security over that of other countries.

Third, encourage inclusiveness and mutual learning among civilizations. Shape the values of artificial intelligence with common human values, effectively use artificial intelligence technology to enhance understanding and tolerance among different civilizations, promote exchanges and mutual recognition among different civilizations, and carefully cultivate a garden of civilizations where each beauty contributes to collective beauty.

Fourth, advocate for mutual assistance and improve global governance. Practice true multilateralism, effectively play the important role of the United Nations, strengthen the coordinated connection of artificial intelligence development strategies, governance rules, and technical standards, and strive to form a global governance framework with broad consensus as soon as possible, so that this cutting-edge technology can better benefit human society. Help countries in the global South strengthen capacity building, bridge the digital divide, promote sustainable development, and avoid creating new historical injustices in the field of artificial intelligence.

Xi Jinping emphasized that this year marks the beginning of China's "14th Five-Year Plan." The "14th Five-Year Plan" outlines a blueprint for China's economic and social development for the next five years and also provides a list of opportunities for the international community. In recent years, China has adhered to a combination of an effective market and an active government, strengthened innovation in artificial intelligence technology, actively promoted the "Artificial Intelligence Plus" initiative, cultivated a healthy ecosystem where various entities thrive together, and the scale of the core industries of the intelligent economy has surpassed one trillion yuan. "Made in China" has become another impressive calling card of Chinese-style modernization. At the same time, China insists on balancing development and security, continuously improving relevant laws and regulations, policies, systems, application standards, and ethical guidelines to ensure that artificial intelligence is safe, reliable, and controllable. As a responsible major country, China is always committed to being a provider of international public goods in the field of artificial intelligence, consistently contributing China's solutions.

Xi Jinping noted that with the joint efforts of all parties, the World Artificial Intelligence Cooperation Organization was born in Shanghai. This is a significant initiative by the Chinese side in response to the voices of the global South, uniting the international community to actively promote the development and governance of artificial intelligence, and will become an important milestone in the history of artificial intelligence development. To further support global artificial intelligence development and promote global artificial intelligence capacity building, in the next five years, China will provide 5,000 specialized training spots for artificial intelligence for developing countries; build international cooperation centers for the application of artificial intelligence targeting ASEAN, the Arab League, the African Union, the Community of Latin American and Caribbean States, the Shanghai Cooperation Organization, and BRICS countries; and promote the meteorological intelligent early warning program "Mazu" for application in 30 countries. China is willing to adopt a more open posture, take more pragmatic actions, and set a more long-term vision to work with all parties to grasp and respond to the opportunities and challenges of artificial intelligence development, jointly creating a better future for human society.

President Kassym-Jomart Tokayev of Kazakhstan, Prime Minister Hun Manet of Cambodia, Prime Minister Anutin Charnvirakul of Thailand, and Secretary-General António Guterres of the United Nations delivered speeches respectively. They warmly congratulated the signing ceremony of the World Artificial Intelligence Cooperation Organization agreement held in Shanghai, highly praised China’s significant contributions to promoting global governance of artificial intelligence, and actively resonated with the initiatives and measures proposed by President Xi Jinping. All parties expressed that artificial intelligence is expected to become the greatest development opportunity for humanity, but it also harbors risks. China advocates beneficial, inclusive, secure, and controllable intelligence, actively helps developing countries strengthen relevant capacity building, and promotes international cooperation in artificial intelligence, demonstrating the responsibilities of a responsible major country. Artificial intelligence technology should be shared and co-governed by all countries, ensuring its fair benefits for all nations and serving the sustainable development of all humanity, bridging the global digital divide and the North-South development gap. The opportunities and challenges brought by artificial intelligence transcend national borders, requiring all parties to cooperate closely to grasp and respond. It is hoped and believed that the World Artificial Intelligence Cooperation Organization will play an important role in this regard, and through open, inclusive, and mutually beneficial cooperation, jointly create a beautiful future of security and prosperity, ensuring that no country is left behind.

The conference issued the "Chairman's Statement of the 2026 World Artificial Intelligence Conference and High-level Meeting on Global Governance of Artificial Intelligence."

On the evening of July 16, Xi Jinping and his wife Peng Liyuan hosted a welcome banquet for the international dignitaries attending the conference in the guest hall.
