Citigroup analyst Tyler Radke's team released a report on June 19 after attending the AWS New York Summit from June 17 to 18 and discussing with over 10 customers and partners. They believe that this year's summit marks a step for AWS in scaling AI agents for deployable use. Citigroup maintains its "Buy" rating on Amazon, expecting AWS FY27 revenue growth to accelerate to 37%, up from 30% in FY26, and considers this forecast potentially conservative. It is suitable for investors focused on the AWS ecosystem, AI infrastructure, and enterprise software sectors to read.
Three Key Conclusions
① AWS's strategic focus has shifted from experimental verification to large-scale deployment.
Citigroup noted that the biggest difference between this year's summit and last year's is the narrative switch. The new product matrix released by AWS directly addresses real pain points for enterprise-level implementation. AWS Context automatically builds a knowledge graph from enterprise data, serving as a search layer for agents and resolving issues of information retrieval and data governance in large-scale agent workflows. Amazon Quick acts as a cross-application AI assistant that connects data sources like Slack, email, and Snowflake. The security product Continuum ranks vulnerability risks by business impact and drives remediation. The development tool Kiro has been adopted by over 2,700 developers at Southwest Airlines for core system modernization. The task volume for AWS Bedrock AgentCore has grown 15 times in the past six months, with AgentCore Harness generating production-grade agents with just three API calls.
② Data infrastructure companies are direct beneficiaries of AI large-scale deployment.
Citigroup holds a positive outlook on data infrastructure software companies at the exhibition. Snowflake helps customers use Iceberg storage for telemetry data through Observe, significantly reducing costs; the team states that they maintained triple-digit growth before the acquisition. Elastic introduced the Jina embedding model to provide more accurate outputs, but the discontinuation of the platinum version may result in clients facing a 20% to 30% price increase when switching to the enterprise version. Oracle emphasizes that the 26ai and vector use cases are driving cloud migration, with media industry clients needing to shift to the Oracle platform due to mergers. ClickHouse is still in the early phase of financial services use cases, but has seen customers migrating PB-level data in the observability field.
③ Data governance is becoming a practical issue in the AI scaling process.
As agents expand from hundreds to thousands, how to ensure each agent finds the correct data within the right permission scope becomes a key variable for enterprises when deciding if they can entrust core business processes to AI. Citigroup believes that the emergence of AWS Context signifies that AWS is extending its services from providing computing power and models to offering data governance layer infrastructure. This capability determines whether enterprise-level AI can transition from pilot projects to integral components of core processes.
Without solving data governance, AI will only spin in pilot projects
Citigroup repeatedly emphasizes the strategic value of AWS Context in the report. The essence of this service is as a search layer for agents; it does not produce new data but establishes a unified knowledge graph for the already dispersed data within the enterprise.
In the past, corporate data was scattered across emails, Slack, databases, SaaS applications, and various documents. When agents perform tasks, they often generate incorrect outputs or exceed permissions due to an inability to accurately understand the "context" of corporate data. AWS Context attempts to address this issue at the foundational level, enabling all agents to share the same data understanding layer with built-in permission controls.
Citigroup believes this is an important extension for AWS in the AI field from providing computing power to offering enterprise-level infrastructure.
Investment Logic: What to bet on, what not to bet on, and what signals to track?
What to bet on:
The acceleration of AWS cloud business revenue growth from 30% to 37%. Data infrastructure service providers' revenue elasticity in the growth of AI workloads.
What not to bet on:
A significant drop in AI costs in the short term. Citigroup notes that enterprises are shifting from "maximizing token consumption" to "more prudent token management," with cost optimization becoming a new focus, but it has not suppressed demand.
Three signals to track:
First, whether AWS's revenue growth in subsequent quarters can reach or exceed 37%. Second, whether the task volume growth rate for AWS Bedrock AgentCore can be sustained (with a 15-fold growth base over the past six months). Third, the true impact of conversion rates and pricing changes of enterprise versions from companies like Elastic on demand.
