An open-source AI Agent project called OpenClaw, which has attracted attention due to its icon resembling a red lobster, has recently gained popularity, and "raising lobsters" has become the "new pet" in the AI circle.

OpenClaw is an open-source, locally focused AI agent platform and automation gateway. It does not embed large models itself but connects various mainstream large models and instant messaging platforms through a unified gateway, allowing users to drive AI via natural language through daily chat entrances such as WeChat, DingTalk, and Feishu to perform practical tasks like browser operations, file processing, and email organization locally or in the cloud, achieving "chatting is operating." As one of the phenomenal AI projects of 2026, it has surpassed 260,000 stars on GitHub.

To seize the opportunities in the development of the smart economy, Longgang District of Shenzhen issued a draft titled "Several Measures to Support the Development of OpenClaw & OPC in Longgang District of Shenzhen" on March 7 (hereinafter referred to as "Lobster Ten Guidelines"), with "zero-cost initiation" as the core highlight, extending an olive branch to global agent developers and OPC (One Person Company) entrepreneurs to create a global entrepreneurial choice for agents.

This year's government work report first proposed the concept of "agents," clearly stating "nurturing new forms of smart economy," and emphasized "supporting the development of entrepreneurial forms adapted to the AI era." The introduction of the "Lobster Ten Guidelines" is a rapid response and precise implementation of this strategic deployment.

Free Deployment, Data Subsidies, Hardware Subsidies

Addressing the key needs in the evolutionary process of agents from "being able to see and speak" to "being able to do," the "Lobster Ten Guidelines" take supporting OpenClaw, known as the agent "operator," as a breakthrough point, launching a series of "all-inclusive" services.

Free deployment, ready to use. The policy encourages platform companies to create "Lobster Service Areas," intending to provide developers with free OpenClaw deployment services, alleviating the worries of complex environment setup. The government will provide corresponding subsidies to the platform, truly enabling developers to "move in with their bags."

Data factors, open sharing. Longgang plans to open large-scale, high-quality desensitized public data in fields such as low-altitude economy, smart transportation, healthcare, and urban governance, to reduce the cost of using public data. For companies that purchase data governance, labeling, and other services for OpenClaw development, a subsidy of 50% of the costs will be provided; for those purchasing plug-and-play "Lobster Boxes" (AI NAS) hardware, a subsidy of 30% at market prices will be given.

Encouraging innovation, rewarding applications. To incentivize technological breakthroughs, Longgang plans to grant companies contributing key code to international mainstream communities or developing market-ready skill packages for Longgang's advantageous industries a subsidy of up to 2 million yuan upon recognition. Additionally, the "OpenClaw Digital Employee Application Voucher" will be implemented to support companies in purchasing or self-building solutions, offering a 40% subsidy on the input, with a maximum of 2 million yuan per company per year. Each year, a batch of demonstration projects with deep applications in smart manufacturing, smart government affairs, etc., will be selected, awarded titles, and granted a reward of up to 1 million yuan.

Three Months of Free Computing Power, 30% Subsidy on Large Model Use Fees

With the development of AI technology, operating a competitive company (OPC1, One Person Company) with the help of intelligent tools and a complete supply chain is becoming a reality, with more and more multitasking "super individuals" emerging.

In 2026, the "Action Plan for Building Shenzhen as a Leading Ecosystem for AI OPC Entrepreneurship (2026-2027)" was officially issued, explicitly proposing to create an industrial cluster and innovative AI OPC entrepreneurial ecosystem.

In response to this trend, Longgang District has tailored support plans for the new entrepreneurial form of OPC in the proposed policy, assisting "individuals" in starting their ventures with ease.

Regarding computing model subsidies, to resolve the bottleneck of computing power and models in the early stages of entrepreneurship, newly recognized OPC community enterprises will be granted up to three months of free computing power. Qualified AIGC enterprises in the district that call on domestic leading large models for creative production will receive a subsidy of 30% of the actual use costs, with each company eligible for support of up to 1 million yuan per year.

In terms of scenario alignment, Longgang plans to select demonstration scenario projects each year with industry-leading influence, providing support up to 50% of actual project investment, not exceeding 4 million yuan, to rapidly find application fields for innovative technologies.

Community operations, ecological support. Recognized OPC communities will have their operation organizations eligible for support of up to 4 million yuan annually, creating an entrepreneurial ecology akin to a "tropical rainforest."

Talent settlement, housing security. The policy plans to provide a maximum subsidy of 100,000 yuan for talent settlement according to different levels, offering new registered OPC enterprises up to 2 months of free accommodation and 18 months of office space discounts, creating a growth environment that starts "from a desk." An annual "Longgang District OPC Person of the Year" selection will be established, with winners receiving a maximum reward of 100,000 yuan, along with comprehensive services such as medical security and children’s school enrollment.

To adapt to this "light asset, high innovation" entrepreneurial model, Longgang has accurately introduced a series of "cost-reduction" measures to create a friendly city for OPC entrepreneurship. For qualifying OPC projects, it provides industrial space at 30%-70% of market rent; takes the lead in the city to establish an "OPC exclusive consultation window," complete with a "One Person Company" startup guide; entrepreneurs can complete business registration within 3 working days through the "one-stop business startup" service, allowing for a smooth start.

Three Major Concrete Measures to Promote the Development and Growth of OPC

To ensure that OPC entrepreneurial dreams take root and flourish, the policy gathers three major elements: capital, going global, and competitions to build a comprehensive support system.

In terms of capital empowerment, Longgang plans to utilize technology innovation "seed funds," artificial intelligence industry mother funds, etc., to provide financing channels for high-tech and highly innovative seed stage OPC projects (especially those involving young talent), with qualifying projects receiving up to 10 million yuan in equity investment support.

In terms of going global services, Longgang plans to rely on the district’s international service base for enterprises and establish dedicated "going global service stations" for OPC, integrating one-stop services for market expansion, cross-border logistics, compliance consulting, etc., and will provide premium support for qualifying export credit insurance to help companies confidently explore global markets.

To attract talent through competitions, Longgang plans to organize brand activities such as "OPC Hackathon" and innovation and entrepreneurship competitions, with award-winning teams receiving up to 500,000 yuan in rewards, aiming to discover and retain a batch of excellent entrepreneurial teams and individuals, continuously injecting fresh blood into industrial development.

It is reported that these measures are currently open for public consultation and are set to be implemented in 2026, with a validity period of three years. The head of the Longgang District AI (Robotics) Department stated: "Workstations are ready, computing power is set, and funds are in place. Longgang sincerely invites global developers, geeks, and super individuals to gather in Longgang to jointly define a new form of intelligent economy. Particularly regarding the safety issues that everyone is concerned about, we will establish strict technical standards and regulatory mechanisms to ensure safety and control throughout the entire lifecycle of data collection, storage, and application while promoting domestic alternatives to reduce risks of external dependency. For example, regarding identity verification and authority management, we will implement a mandatory dual-authentication mechanism and set passwords that meet complexity requirements, changing them regularly. We will follow the principle of least privilege in operation, utilizing ordinary user permissions instead of administrator permissions; strictly limit access to the file system, opening only necessary working directories and prohibiting access to any paths containing sensitive data."
