The Indonesian government has updated its tax policies for the cryptocurrency industry, increasing taxes on traders and miners while eliminating the value-added tax (VAT) obligation for buyers.

On Monday, the Indonesian Ministry of Finance released several regulatory updates, including regulations No. 50/2025 and No. 53/2025, which revise cryptocurrency tax rates and compliance requirements, effective from August 1.

According to Reuters, the new framework raises the income tax on the sale of crypto assets by domestic exchanges from 0.1% to 0.21%.

The report noted that the new tax rate for crypto sales conducted on foreign exchanges has significantly increased from the current 0.2% to 1%.

In addition to raising income tax, the new tax framework reportedly increases the VAT on crypto miners from 1.1% to 2.2%.

Furthermore, the Ministry of Finance has eliminated the special income tax rate of 0.1% on crypto mining, with such income reportedly subject to personal income tax or corporate tax rates starting in 2026.

"Crypto asset miners confirmed as taxable enterprises are retail traders' taxable enterprises," stated regulation No. 50/2025. It added:

While increasing taxes on crypto miners and sellers, the Ministry of Finance has exempted some crypto transactions from VAT.

According to regulation No. 50/2025, the transfer of crypto assets deemed "equivalent to securities" is not subject to VAT.

According to Reuters, this exemption applies to buyers of crypto assets, who are no longer required to pay VAT. Under previous regulations, buyers were reportedly required to pay VAT of 0.11%–0.22%.

A local report from CNBC Indonesia detailed that the VAT tax rate on crypto transactions has been removed from regulation No. 53/2025, eliminating Articles 343 and 354.

"In order to provide legal certainty for crypto asset transactions and adapt to the development of crypto asset trading, it is necessary to adjust the tax regulations for crypto asset transactions," stated Finance Minister Sri Mulyani Indrawati in the document.
