According to Cryptoast, on July 27, the French government submitted a bill to the Council of Ministers proposing the approval of the OECD's 'Crypto-Asset Reporting Framework' (CARF) multilateral agreement. France is set to sign the agreement in November 2024. Once approved, it will enable the automatic exchange of crypto asset tax information collected under the DAC8 framework with participating jurisdictions outside the EU.
Under CARF, relevant crypto asset service providers are required to verify customers' identities, tax residency, and tax identification numbers, and report crypto-to-crypto exchanges, crypto-to-fiat exchanges, and certain payment transactions.
The first batch of 47 jurisdictions plans to begin information exchange in 2027, with another 28 jurisdictions following in 2028. The United States is expected to join in 2029.
