Fable 5's ban is not a technical incident, but a direct result of the regulatory framework switch.
As the public version of Mythos 5, Fable 5 has undergone thousands of hours of red team testing before its launch, and Anthropic is confident that its security measures have reached the top level in the industry.
Two days later, Amazon CEO Andy Jassy directly told the White House that the safety barrier of Fable 5 may have been bypassed.
Amazon has a unique identity as one of Anthropic's largest investors, an AWS cloud service provider, and an important infrastructure partner for the US government.
In the past two years, Amazon has invested over $8 billion in Anthropic while also undertaking a significant amount of government business. From Amazon's perspective, this is not a crackdown on Anthropic, but rather providing security feedback to the government after identifying potential risks.
The National Security Agency of the United States intervened in the assessment, focusing not on specific vulnerabilities, but on whether Fable 5 and Mythos 5 have crossed the new capability threshold.
If the model can be induced to output network attack and defense related information, then it will no longer be just a regular software tool, but a strategic technology with dual-use attributes. Once the relevant capabilities are disseminated, especially acquired by foreign individuals or organizations, they may be included in national security issues.
The real difference between the two sides is not whether there are loopholes, but whether the risks are acceptable.
Anthropic believes that this is a common problem in the industry and is not sufficient to justify delisting; The US government believes that as long as there is a proven gap in the security border, action needs to be taken.
Anthropic has long focused on AI security as its core positioning, and Dario Amodei has repeatedly publicly warned about the risks of AI to national security, calling on governments to strengthen regulation, third-party testing, and even have the power to prevent the deployment of dangerous models.
Now that the government has truly applied this logic, the cutting-edge model has shifted from commercial products to managing national security assets.
