You may be confused. It was the *House GOP* who refused to sign onto a bipartisan Senate agreement to fund DHS minus ICE/CBP. It was the *Senate GOP* who refused to pass funding for DHS over and over and over again. The GOP owns this shutdown.(Chuck Schumer)
