The letter mentions that the Defense Department has confirmed that related services will not be used by intelligence agencies, and any service provision will require separate contract modifications. Sam Altman stated that the company will participate in policy discussions through democratic processes and will refuse to comply with orders it deems unconstitutional. He also noted that some technologies are not yet mature and that the company will work with relevant departments to gradually improve safety assurance mechanisms.
