BI Report Bite: Underemployment on the Rise Some had attributed the rise in unemployment to immigration, but we also notice that underemployment is rising. The pattern doesn’t support the idea that weaker employment is simply a result of reduced immigration. If that were true, the share of workers in underemployment should be flat. Instead, it has jumped.
