Hourglass: Stable Pre-Deposit Vault Phase 2 Concluded

Foresight News reports that Hourglass announced via Twitter that the second phase of the Stable pre-deposit vault has concluded. Over 10,000 verified wallets contributed more than $1.1 billion in deposits. The second phase allocation adopted a proportional structure based on eligible deposits, with a minimum guarantee of $1,000 to ensure the rights of small participants are not diluted by large depositors. The first $1,000 of each eligible deposit was allocated at a 100% rate, with the excess amount allocated proportionally. Based on approximately $1.1 billion in eligible deposits and a $500 million deployment capacity, the final proportional allocation rate for amounts above the $1,000 minimum threshold is approximately 45%, with the remaining 55% to be refunded. Refunds for unallocated portions will be issued early next week. Users marked as ineligible can continue to withdraw at any time.
The official process included identity verification, Chainalysis wallet screening, and comprehensive analysis of submission behavior and metadata. Some applications exhibited high Sybil indicators, prompting additional verification to ensure fairness. Applications that did not meet the standards have been excluded.
