According to Xinhua News Agency, China is proposing amendments to the Cybersecurity Law to strengthen legal accountability. The Cybersecurity Law serves as a foundational law in the field of cybersecurity. On September 8, the draft amendment to the Cybersecurity Law was submitted for the first time to the Standing Committee of the National People's Congress for review. This amendment adheres to a problem-oriented approach, focusing on reinforcing legal accountability for cybersecurity; emphasizes systematic alignment, enhancing organic connections with related laws such as the Data Security Law, the Personal Information Protection Law, and the Administrative Penalty Law; and adopts a categorized approach, scientifically defining legal responsibilities for different types of violations, such as network operation security and network information security.
