According to Xinhua News Agency, 20 Democratic led states in the United States filed a lawsuit in Boston federal court on the 16th, demanding that the Trump administration restore a multi billion dollar disaster prevention and mitigation plan. The indictment states that the Trump administration illegally terminated the "Building Resilient Infrastructure and Communities" project in April, which had previously been approved by Congress. This project began in 2018, with funds allocated across the United States to construct shelters, flood walls, and renovate roads and bridges. When terminating this project, the US authorities called it a "waste of resources and politicization". In early July, after the Texas floods caused a large number of deaths and disappearances, the Democratic Party accused the government of inadequate response to the floods and urged President Trump to restore project funding.
