"What Impact Will the Democratic Take Control of Congress Have on Crypto?" With the US midterm election results becoming clearer, the Democrats have gained control of both the House and Senate, once again shifting the US political landscape. For the past two years, the cryptocurrency industry has been hoping for more favorable regulatory policies in the US. However, with the change of control in Congress, the progress of some bills may face new obstacles. From the legislative deadlock on the Clarity Act to the controversy over stablecoin yields, the Democrats have already clashed with Republicans on several issues. Now that they control Congress, these disputes may further influence the direction of US cryptocurrency policy. So, what specific impacts will this have on the cryptocurrency industry? Let's look at it from five perspectives. 1) Trump's Crypto Policy Hindered If the Democrats control Congress, they can constrain Trump's cryptocurrency policies through legislation, budgets, and hearings. The Democrats have repeatedly criticized the SEC for relaxing cryptocurrency regulations, arguing that reduced enforcement and expanded regulatory exemptions could weaken investor protection. However, regulatory agencies such as the SEC and CFTC remain under the Trump administration's leadership, and existing policies will not change immediately due to the change of Congress. However, Democrats may obstruct the passage of legislation to ensure the long-term protection of these policies. 2) Increased Difficulty in Advancing the CLARITY Act Democrats are not entirely opposed to crypto legislation, but they demand stronger investor protection and restrictions on government officials profiting from crypto businesses. In July 2026, seven Democratic senators jointly opposed the Republican draft bill, focusing on the issue of the president and other officials profiting from crypto businesses. In September, the CLARITY Act failed to pass a procedural vote in the Senate by a vote of 49 to 50, with no Democratic support. If Democrats control Congress, existing bills may need to be reintroduced. However, new bills still require Trump's signature, and the differences between the two sides may lead to continued legislative stalemate, further delaying the regulatory certainty that the industry expects. 3) Increased Scrutiny on the Trump Family's Crypto Business With Democratic control of Congress, investigations and hearings can be launched regarding crypto projects related to the Trump family. Projects like Trump may face more scrutiny regarding conflicts of interest, token returns, and foreign capital flows. However, a congressional investigation does not equate to a project being illegal, nor does it mean that related assets will be directly frozen. 4) Stablecoin regulation may become stricter. The GENIUS Act is already law and will not automatically expire with a change of Congress; its implementing rules are still being formulated by administrative regulatory agencies. The real controversy lies in stablecoin yields. Traditional banks worry that platforms like Coinbase issuing rewards to USDC users will siphon off bank deposits, affecting their lending capacity. Some Democratic lawmakers have supported restricting stablecoins from indirectly paying interest through third parties, but the relevant rules remain controversial. If Democrats control Congress, the issue of stablecoin yields may continue to be a focus of legislative negotiations. This not only concerns Coinbase's yield products but also involves the distribution of profits between Circle, stablecoin platforms, and traditional banks. 5) DeFi regulatory pressure may increase. The CLARITY Act originally aimed to protect DeFi developers who do not control user funds, preventing them from being identified as financial intermediaries and subjected to the KYC and other compliance obligations of traditional financial institutions simply for writing or deploying code. However, some Democratic lawmakers have raised objections, worrying that overly broad developer exemptions could allow some operators actually providing financial services to evade regulatory responsibility. If Democrats control Congress, the SEC's lenient regulation of DeFi will not change directly in the short term. However, if the CLARITY Act fails to pass, developer protections will be difficult to enshrine in law. This means that developers of protocols like Uniswap and Aave will still need to rely on existing regulatory interpretations. In the event of a change of government, related policies may be adjusted, increasing long-term compliance risks. KOL Opinions Summary Blue Fox @lanhubiji (XHunt Ranking: 1435): After the Democratic landslide victory, the crypto market actually rose somewhat. Perhaps the market doesn't care who comes to power, but rather the certainty of policy. Big Orange @0xVeryBigOrange (XHunt Ranking: 1674): So what if the Republicans lose in both houses? I think what the financial market fears most is uncertainty. Now that everything is settled, the rebound is inevitable. Jiayi @mscryptojiayi (XHunt Ranking: 1877): Exaggerating the midterm elections is unnecessary. Since the Civil War, the ruling party has only won three midterm elections. The midterm election mechanism is inherently about balancing the power of the ruling party. qinbafrank @qinbafrank (XHunt Ranking: 1178): Even if the Democrats win both the House and Senate, they can hardly overturn Trump's policies directly. However, they can increase policy uncertainty in the AI and Crypto industries by obstructing legislation, restricting appointments, and strengthening congressional investigations. The market may have already priced in some of this impact. In conclusion After the Democrats won Congress, the Crypto market actually saw a surge. As Blue Fox @lanhubiji said, perhaps the market had already priced in the election results. Investors are more concerned with eliminating uncertainty than who controls Congress. Short-term market movements depend on expectations, while long-term development depends on policy implementation. The Democrats winning Congress doesn't necessarily mean Crypto will fall.
