[UK FCA Obtains Court Commitment to Settle with HTX; HTX Exits UK Market] Golden Finance reports that on October 29th, the UK Financial Conduct Authority (FCA) announced it had obtained a commitment from the High Court to ensure that global cryptocurrency exchange HTX (formerly Huobi) would not knowingly and illegally promote cryptocurrency services to UK consumers. The FCA filed a lawsuit in October 2025 against HTX for violating UK financial promotion rules, alleging that it repeatedly failed to contact the regulator. Following the lawsuit, HTX took steps to withdraw from the UK, and the FCA and Huobi Global S.A. have now reached a settlement. HTX no longer operates in the UK: consumers cannot deposit funds, new UK users cannot register, and the company will not target, solicit, or proactively contact UK consumers. According to the court order of October 27th, Huobi Global committed not to knowingly, directly or indirectly, distribute financial promotions that violate Section 21 of the Financial Services and Markets Act 2000, covering HTX's website, application, and social media platforms. The case was initiated on October 21, 2025, in the Commercial and Property Tribunal of the High Court, and the FCA publicly announced its enforcement action on February 10, 2026. The settlement terms are confidential and do not constitute an admission of liability. Steve Smart, FCA's Executive Director of Enforcement and Market Surveillance, stated that overseas registration does not exempt a company from UK law.
