[U.S. OCC Report: Some Banks Restrict Financial Services for Specific Industries Like Digital Assets] Deep Tide TechFlow News, October 15, according to a report by Cointelegraph, the U.S. Office of the Comptroller of the Currency (OCC) has released a report on the phenomenon of debanking, highlighting that some banks have 'explicit and implicit policies' restricting financial services for industries such as digital assets, oil and gas, tobacco, and firearms. The report mentions that many financial institutions often impose restrictions on digital asset-related businesses due to concerns over financial crime risks, affecting issuers, exchanges, and management entities. This report was compiled in response to an executive order signed by former U.S. President Donald Trump in August 2025 aimed at preventing 'unlawful debanking.' However, after reviewing nine major banks, the 47-page report did not list specific debanking cases related to digital asset activities. OCC head Jonathan Gould stated that the agency could not fully quantify the extent of debanking behavior and noted that some debanking decisions were not based on financial risks but rather concerns over negative public opinion and reputational impact. Previously, several executives in the crypto industry reported experiencing banking service terminations and referred to such restrictive measures as 'Operation Chokepoint 2.0.'
