**[U.S. OCC Releases Report on Debanking, Crypto Activities Included in Banking Restrictions]** According to a report by Golden Finance, the U.S. Office of the Comptroller of the Currency (OCC) released a debanking report on Wednesday, highlighting that certain banks had established "public and non-public policies" to restrict services to industries including oil and gas, tobacco, firearms, and digital assets. The report was issued based on an executive order signed by former President Donald Trump on August 2025, aimed at preventing what it described as "illegal debanking" practices. The OCC stated that many institutions have also imposed restrictions on digital asset-related businesses, including issuers, exchanges, or management entities, often citing financial crime considerations as justification. However, the 47-page report did not provide specific debanking cases related to digital asset activities. The OCC noted that, based on a review of nine major banks, it "could not fully quantify the overall scale of debanking or alleged debanking activities." The agency's head, Jonathan Gould, primarily discussed claims of debanking tied to coal and firearms industries. Gould explained that these decisions were not based on financial risks; instead, banks cited concerns over negative media coverage, public protests, and reputational consequences associated with supporting these industries. In November 2024, more than 30 executives from the tech and crypto industries claimed they were denied access to banking services, with the crypto industry informally referring to this as "Operation Chokepoint 2." Trump's 2025 executive order was introduced following calls from the industry, amid allegations that the Biden administration may have influenced financial institutions to cut off certain services to crypto companies.
