[U.S. House of Representatives Crypto Tax Bill Proposes Exemption for Network Fees Under $10, Not Applicable to Users with Over 5,000 Annual Transactions] Odaily Planet Daily News – Jason Smith, Chairman of the U.S. House Ways and Means Committee, has unveiled the 114-page 'Digital Asset Tax Certainty Act' (H.R. 10357), which proposes to exempt taxes on network or transaction fees below $10. A committee review is scheduled for 10:00 AM on September 16. The bill stipulates that users with more than 5,000 transactions in the previous year will not qualify for the fee exemption. Another accompanying bill proposes to include digital assets under wash sale rules and constructive sale rules, while excluding qualified U.S. dollar stablecoins. It is estimated to generate $2.074 billion in revenue for the fiscal years 2026 to 2036. The accompanying bill also proposes allowing miners and stakers to defer recognizing income from newly generated tokens until the time of sale, with an estimated fiscal cost of $2.956 billion over ten years.
