Just saw the news that Senate Democrats are still meeting tonight (local time) to discuss the Clarity Act counterproposal. What’s interesting is that there’s less than 24 hours until tomorrow’s cloture vote. Two takeaways: 1. The '80% ethics + 126 amendments' hasn’t fully secured the votes yet—there’s still uncertainty. Gallego/Tillis are open to discussions, but Warner, Cortez Masto, Gillibrand, and the party leadership have their own wish lists: enforcement strength, illicit financing, stablecoin yields, and developer protection scope. One possible scenario: drop the counterproposal the night before → Republicans claim it’s the 'final offer' and reject it → a group of Democrats vote no, citing 'the text is still insufficient.' If they can get 60 votes, great. But if they’re short by one or two votes, that’d be a shame. 2. The door isn’t completely closed yet, but it depends on the Democrats’ intentions. Dropping a counterproposal the night before can serve two purposes: One is a genuine attempt to negotiate, using the counterproposal to push for 'vote cloture first, then amend later.' The other is to use the counterproposal to block the process, declaring 'if the counterproposal isn’t included in the text, we won’t vote.' If it’s the second case, getting 60 votes tomorrow won’t be easy.
