According to a report by Golden Finance on the 4th, citing The New York Times, four officials familiar with the meeting's details revealed that during the final stages of negotiations, when Iran's Supreme Leader Mojtaba Khamenei hesitated to approve the preliminary ceasefire agreement, Iranian President Pezehiziyan visited him. The Iranian President told the Supreme Leader that the economic situation was dire, the U.S. naval blockade was strangling Iran, and if he rejected the agreement, the President would resign. Additionally, Iran's Central Bank Governor Abdolnaser Hemmati also wrote to Khamenei, stating that the country was facing a severe budget crisis and that if the naval blockade continued, critical food and medical supplies would run out by the end of August. In the letter, Hemmati explained that Iran could not sell oil or find alternative trade routes on the necessary scale. These statements played a key role in Mojtaba's eventual decision to support the agreement. In a brief public statement, he said that although he was "in principle" opposed to the agreement, if the President secured the support of the Supreme National Security Council, he would instruct the President to proceed.
