If it needs to be handled in Singapore, first of all, ensure that the Chinese Mainland has officially filed a case, report the case to the place where the crime occurred or to the public security organ with jurisdiction, obtain the receipt of the case, the case filing decision or the case number, the handling police officer and contact information, the existing detention certificate, arrest decision, wanted information or effective judgment. Criminal facts, losses, and evidence materials should be registered and acknowledged by the public security organs when accepting cases.
After the case meets the conditions for filing, overseas (Singapore) pursuit and escape can be initiated.
Alternatively, accurate clues from Singapore can be handed over to the Chinese authorities, with clear requirements for them to evaluate and initiate Interpol investigations or red notices, China Singapore police cooperation, criminal judicial assistance, repatriation, extradition, or other legal transfer methods. Investigation, freezing, and recovery of bank accounts, stolen funds, and assets in Singapore.
According to China's International Criminal Judicial Assistance Law, formal requests should be made by the investigating authorities, reviewed by the competent authorities, and then submitted to foreign countries through the country's foreign liaison agencies. Individuals cannot directly submit requests for extradition or criminal judicial assistance between countries to the Singapore government.

But if the 'crime' is actually just a debt, contract breach, or investment loss, it usually cannot be dealt with through red notices or police arrests, and must go through Singapore civil litigation, property preservation, or cross-border judgment enforcement procedures.
So in fact, the most important thing is whether the case has been officially filed, whether there are arrest legal documents, the severity of the suspected charges, and whether accurate Singapore location and asset clues can be provided.
Singapore already has lawyers who can handle these cases. Of course, the premise is that the case has been filed in Chinese Mainland. However, in reality, the execution may be a bit difficult. My colleagues in the judicial industry told me that if a Singaporean citizen is deceived, the handling will be simpler.
