The article states that as stablecoin legislation becomes a reality in several major jurisdictions worldwide, China should not miss this historic opportunity. To prudently conduct stablecoin-related business and regulation in mainland China, it is recommended to initiate pilot programs in free trade zones (hereinafter referred to as "FTZs"), such as the Qianhai FTZ in Shenzhen adjacent to the Hong Kong SAR and the Hainan Free Trade Port.
Specific recommendations for the FTZ pilots include: establishing a 'Cross-Border Fintech Laboratory,' creating a stablecoin 'whitelist' system, launching offshore RMB stablecoin innovation pilots, promoting digital trade and intellectual property financing, and strengthening blockchain infrastructure development. At the same time, a strict risk prevention and control mechanism should be established, including stringent institutional and individual access requirements, transparent reserve audits, tracking and preventing compliance arbitrage, and managing capital flow risks.
