The "CLARITY Act" is still progressing.

The Senate's cloture procedural vote requires 60 votes to move forward, which will take place tomorrow.

The Republicans stated that this version has incorporated 126 substantive amendments proposed by the Democrats.

As I recall, the United States had very strict policies regarding cryptocurrencies at first, with a period of suppression during which Yellen was still around, and every time she appeared, she criticized Bitcoin.

Then things reversed with Musk's Dogecoin; the U.S. went from massive monetary easing during the pandemic to directly and openly supporting cryptocurrencies.

If I were to divide U.S. Crypto policy into three stages, I think it can be viewed as follows:

2017–2021:

Crypto went from resistance to ambiguity.

2021-2025:

From ambiguity to open support and comprehensive development.

2025–2026:

Crypto will become a new industry that needs regulation.

Post-CLARITY:

Crypto will begin to be part of the U.S. financial infrastructure.

So even if this time CLARITY does not receive 60 votes due to political reasons, I believe the overall direction of U.S. Crypto policy has already become very clear.

Firstly, this matter has already become a fundamental national policy. It is not something that can be changed by anyone. The U.S. needs cryptocurrencies, not the other way around. I have mentioned this logic many times before.

Secondly, the White House has made it clear that if Congress fails, the SEC and CFTC will continue to advance the regulatory framework using their existing rule-making authority.

The current debate is about guardrails, and it is no longer about whether Crypto should exist; the existence and development of Crypto are already undisputed facts.
