The company announced Cloudflare Wallets X and on its blog, describing a tool that lets people claim a wallet handle for their account and, soon, use that wallet to pay for APIs and digital content. An API, or application programming interface, is the set of rules that lets one piece of software talk to another. Businesses often charge for access to their APIs, and until now, an AI agent had no simple way to pay for that access on its own.

That gap has been a real obstacle. When an AI agent wants to try a new service, it typically runs into a login page built for a person, not a machine. There is no easy way for the agent to prove who it is or hand over payment. Faced with that wall, agents usually stop and ask a human to finish the job. Cloudflare says that friction has been slowing the growth of what it calls agentic commerce, meaning software making its own purchasing decisions.

Cloudflare’s answer splits the system into two parts. Account Wallets belong to people. A person funds the wallet, sets rules, and can pull money back out at any time. Virtual Wallets belong to the agents themselves and run through API keys rather than a login screen. An agent spending from a Virtual Wallet can only spend what its owner allows, since every Virtual Wallet has a ceiling set by the linked Account Wallet.

That ceiling is the safety net. An employer, for example, could give each worker a Virtual Wallet capped at $100 a week for AI inference, the computing work an artificial intelligence (AI) model does to generate answers. If an agent tries to spend past that limit, it has to ask a human for a manual override. Cloudflare frames the caps as a form of freedom rather than a restriction. An agent responsible for $10 can be trusted to explore dozens of cheap services on its own, while an agent responsible for $1,000 needs closer supervision.

The payment technology behind the wallets is called x402, a protocol that attaches stablecoin micropayments directly to standard web requests. Stablecoins are digital currencies designed to hold a steady value, usually pegged to the U.S. dollar. Cloudflare paired the wallet rollout with its Monetization Gateway, a tool announced earlier this month that lets website and app owners charge for their content or APIs without building separate payment infrastructure.

Together, the two tools are meant to create what Cloudflare calls a headless marketplace, where AI agents can browse, test and pay for services with no human in the loop for each transaction.

Payment alone does not solve every problem agents face online. Businesses still have little way to know whether the traffic hitting their site is a person, a bot, or an AI agent acting for a real customer. Cloudflare is addressing that through cloudflare.pay, a system that links a wallet to an account so an agent can optionally identify itself, such as an agent operating at research.example.cloudflare.pay. Declaring an identity will be voluntary, and merchants will decide whether to treat identified agents differently from anonymous ones.

Cloudflare says this builds on Web Bot Auth, an existing system that lets agents register an identity through a cryptographic keypair. The wallet handle turns that keypair into something a person can actually read and remember.

Cloudflare pointed to one figure driving the urgency behind the launch: a majority of traffic on the web is now generated by bots, not people. As AI agents take on more shopping, research and booking tasks, the company is betting that giving them a wallet, spending limits and an optional identity will make that shift smoother for both sides of the transaction.

The company said it will start with simple ways to add and withdraw funds in supported regions, with the option for users to self-fund wallets using stablecoins.

Cloudflare has not published a full timeline for live payments across all x402-compatible sites. Businesses and developers can claim a wallet handle now, with more details expected as identity standards from the x402 Foundation develop.
