XRP Breaks Out on Clarity Act Hopes. The Charts Are Still Cautious

It was a good day to own some crypto.


Reports emerged late Monday that President Donald Trump agreed to the ethics provision that had been holding the Clarity Act hostage in the Senate—a major sticking point in months of negotiations. Bitcoin climbed above $66,000 following the news, five-day spot ETF inflows surpassed $700 million, and a bounce in Asian AI and semiconductor stocks added to the risk-on tone that lifted nearly every digital asset.





XRP caught the wave harder than most. As Decrypt reported five days ago, the Ripple-linked token had been lagging the broader market recovery—stuck below the $1.13 resistance that had capped every rally since late June. Today that ceiling cracked open.


The price of XRP pushed to an intraday high of $1.1511, still hovering around a $68 billion market cap, triggering roughly $2.93 million in leveraged short liquidations, and settled at $1.1485—a 3.5% intra-day gain that landed XRP in third place among gainers in the top 50, behind only Ondo and Cardano.

The Clarity Act angle matters specifically for XRP. The legislation would formally classify XRP as a digital commodity, stripping the regulatory ambiguity that has weighed on institutional demand for years. Today’s favorable signal of President Trump agreeing to an ethics clause paves the way to easier discussions.


Democrats in the Senate have for months pushed for a provision in the Clarity Act that would prohibit the president and his family from directly benefiting from cryptocurrency ventures. Since retaking office in January 2024, the Trump family has been engaged in a variety of crypto-related businesses, netting the president more than $1.2 billion in 2025 alone.


The White House, Sen. Cynthia Lummis, and Sen. Bernie Moreno reportedly reached a deal on that language Sunday. The precise language of the provision has yet to be revealed, and whether Democrats will agree to the proposed language is an open question.


Polymarket traders pushed Clarity Act passage odds to 43%, up from a recent low of 32%. The Senate must vote before heading into August recess—which means the window is narrow.

The daily candle looks strong. The technicals underneath are asking for patience.

The Average Directional Index, or ADX, sits at 12.3—well below the 25 threshold that marks a confirmed trend. ADX measures trend strength regardless of direction, so a reading this low means neither bulls nor bears have control of the price. In this case it means the current bearish trend is weakening fast.


Today's breakout has energy behind it. The directional indicators (DI+ and DI-) do tilt positive, which is a small nudge in bulls' favor—but it's not enough on its own.


The average price of the last 50 days still sits below the 200-day—what traders call a death cross. Exponential moving averages smooth out average price over a set period; when the shorter-term average trades under the longer-term one, it tells you the medium-term trajectory remains down.


A single daily candle doesn't reverse a death cross. Bulls need to push EMA50 back above EMA200 to change that reading structurally.


The Relative Strength Index, or RSI, at 58 is a brighter spot—it's technically in bullish territory, confirming that buying pressure is currently outpacing selling without having yet hit overbought levels above 70. The Squeeze Momentum Indicator is also worth watching: It fired two bars ago which is a sign that volatility is starting to expand after a tight period of compression. Squeezes can produce sharp moves in either direction, so what happens in the next two or three sessions will matter a lot.


The bullish case: a daily close above $1.1343 with ADX beginning to rise targets $1.1563 (the 78.6% Fib level) and eventually the full swing recovery at $1.1843. The bearish case: a rejection from current stretched conditions pulls price back into the golden zone or lower, with $1.1189 as the first line of defense and $1.1035 as the next significant support below it.
