Clearbank Europe Becomes First Dutch Credit Institution Licensed as EU Crypto Provider

The Amsterdam-based subsidiary of Clearbank Group announced the milestone through the company’s official website. The Dutch Authority for the Financial Markets, known as the AFM, confirmed the approval under Article 60 of the Markets in Crypto-Assets Regulation, or MiCAR, which provides an expedited notification route for existing credit institutions seeking to add crypto-asset services.

Clearbank Europe N.V. is authorized by the European Central Bank (ECB) and supervised by De Nederlandsche Bank. Its parent, Clearbank Limited, is a UK-based cloud-native clearing bank founded in 2017 and regulated by the Financial Conduct Authority (FCA) and the Prudential Regulation Authority.

The CASP status allows Clearbank Europe to offer custody, exchange, and placement services for crypto-assets within a fully regulated banking environment. The first services going live include access to Circle‘s Mint platform and support for two dollar-pegged stablecoins: EURC and USDC.

Clients will be able to convert between fiat currencies and these stablecoins directly through Clearbank Europe’s clearing infrastructure. The company says the setup allows for faster and lower-cost cross-border transactions by connecting traditional payment rails to blockchain networks.

Tristan Kirchner, CEO of Clearbank Europe, remarked that the approval puts the bank at the front of what he described as a new era of digital clearing. “By providing access to stablecoins such as EURC and USDC, we are enabling new ways to move money across borders with greater speed, reduced cost, and increased efficiency,” Kirchner stated.

Kirchner added that digital assets are becoming a more embedded layer of payments infrastructure and said the bank intends to keep innovating as client needs continue to shift toward compliant digital asset services.

MiCA took full effect for stablecoin and CASP activities in late 2024 and 2025, with transitional periods still in effect for some operators. The regulation requires entities providing crypto-asset services across the European Union to obtain CASP authorization or, in the case of credit institutions, to complete a streamlined notification with their competent national authority.

Clearbank Europe’s completion of that process ahead of final implementation deadlines positions the bank to serve institutional clients and fintechs looking for a regulated on-ramp and off-ramp for stablecoin activity in the EU.

The move fits into a broader strategy Clearbank Group is executing across both Europe and the United Kingdom. In the UK, Clearbank has deepened its relationship with Coinbase to support a savings account offering available through Coinbase‘s exchange platform. Eligible customer cash held in those accounts receives protection under the UK Financial Services Compensation Scheme, or FSCS.

The Circle partnership, active through the Mint platform, anchors the European side of that strategy. Circle’s EURC and USDC stablecoins are among the most widely used in institutional settings, and Clearbank Europe’s ability to custody and facilitate those assets under MiCA oversight gives institutional clients a direct path into compliant stablecoin usage for treasury and cross-border settlement purposes.

Clearbank Europe’s approval comes as European banks and fintechs are moving to secure MiCA licenses before transitional periods expire. The streamlined notification route used by Clearbank Europe illustrates how existing credit institutions can enter the crypto-asset service space without going through a standalone authorization process, which typically involves longer timelines and more extensive regulatory review.
