According to reports from Bloomberg, since Trump implemented the new tariff policy, nearly 90% of the economic burden of tariffs has been borne by U.S. businesses and consumers. The tariffs have not primarily been borne by exporters, but rather come through higher import prices or end prices, or by shrinking corporate profits, ultimately falling on the U.S. domestic market.
In the first 8 months of 2025, approximately 94% of the tariff costs were passed on to U.S. businesses and consumers. By November, the pass-through rate still reached 86%. Furthermore, the higher tariff costs have accelerated the shift of supply chains from China to countries like Mexico and Vietnam.
This is essentially completely contrary to Trump's original intention regarding tariffs.
