CFTC: Allows national trust banks to issue payment stablecoins as futures margin
The CFTC has reissued Staff Letter 25-40, revising the definition of payment stablecoins and clarifying that national trust banks can be allowed issuers. It allows futures commission merchants to accept such payment stablecoins and other non-securities digital assets as customer margin, but they must assess account value.
The U.S. White House will hold a new round of cryptocurrency meetings next Tuesday, focusing on the issue of stablecoin yields. This is the second round of a series of meetings, still at the staff level, but several senior policy personnel from banks will be invited for the first time, including representatives from Bank of America, JPMorgan, Wells Fargo, and possibly Citibank, PNC Bank, and USAA.
