The move follows widespread public protests and pressure from digital-rights groups and researchers who argued the proposal— which would have required client-side scanning of private communications to detect abuse material—threatened end-to-end encryption and civil liberties across the bloc. Digital-rights activist and former MEP Patrick Breyer called the decision a major victory for freedom but cautioned the legislative threat is not over, saying proponents may reintroduce or revise the measure and promising continued public advocacy to block any future attempts that they say would enable mass surveillance.
