The U.S. Securities and Exchange Commission (SEC) is moving to reshape oversight of digital assets in ways its chair describes as constructive for the industry. Speaking on Sept. 23 in an interview with Fox Business, SEC Chair Paul Atkins said the agency is shifting from one-off approvals toward broader rulemaking that creates stability for new products. He highlighted the SEC’s recent approval of a multi-crypto exchange-traded fund (ETF) as an example of progress, noting that the agency is working to provide digital asset markets with greater clarity and predictability.
The key development was the approval of generic listing standards, which introduced greater regulatory certainty, Atkins explained, elaborating:
It’s not just an ad hoc type of approach, but we’re trying to give the marketplace some kind of stable platform, upon which they can introduce new products.
Describing the approval of generic listing standards as “a great example,” he affirmed: “We’re going to be working on that. We’ll be doing rulemaking in the coming months.” Atkins tied this approach directly to creating a regulatory environment that supports innovation, underscoring that predictable listing standards are intended to strengthen the industry’s foundation.
Atkins also emphasized the role of exemptions and collaboration with the U.S. Commodity Futures Trading Commission (CFTC). He said:
We’re looking for an innovation exemption to try to get that in place by year end.
“So, there’s a lot going on and I’m really very excited about this opportunity to make this industry in America stand on firm ground so that America can lead with innovation as the president has called for,” the SEC chairman added:
Atkins also explained that joint work with the CFTC, including an upcoming roundtable on crypto market structure, is essential to avoid “regulatory turf battles” and provide clarity for investors. His remarks pointed to a broader strategy of combining standardized listing rules, targeted exemptions, and inter-agency cooperation to place U.S. crypto markets on stronger regulatory footing.
