The Chief Executive, John Lee, today (September 17) published the fourth "Policy Address" of his term, themed "Deepening Reforms with a Focus on People's Livelihoods to Create a Better Future Together," proposing various short, medium, and long-term policies centered around the economy and people's livelihoods.
Legislative Council member Dr. Wu Jiezhuang described the use of green on the cover of this "Policy Address" as highlighting the continuity of government policies, with content that is diverse and rich, feeling that: "We need to muster our efforts; Hong Kong's development must take decisive action!" Over the past three years, the SAR government has achieved certain results in seeking development for Hong Kong, and Dr. Wu believes that by taking stronger reform measures in the future, obstacles can be quickly overcome to promote economic upgrading and transformation.
Dr. Wu Jiezhuang's main responses to this "Policy Address" are as follows:
1. Seizing National Development Advantages and Strengthening Hong Kong's Role as an External Window
In line with this year being the planning year for the national "14th Five-Year Plan," the new "Policy Address" enhances Hong Kong's unique advantages under "One Country, Two Systems" in "bringing in and going out," including the integration of Hong Kong's overseas offices and actively attracting mainland enterprises to use Hong Kong as a platform to "go global."
Among them, Dr. Wu suggested that the SAR government reorganize and allocate its overseas economic and trade offices to strengthen work in Asia and the ASEAN region, attracting capable innovation and technology and cultural industries to invest in Hong Kong. He is pleased that the "Policy Address" states it will deepen the international economic and trade network, enhance economic and trade promotion in ASEAN and surrounding countries, and expand the coverage of economic and trade offices to Latin America and Central Asia.
2. Promoting Industrial Development and Innovation
The new "Policy Address" states its commitment to promoting the transformation of the industrial structure, consolidating traditional advantageous industries such as finance and law while actively cultivating emerging industries. Dr. Wu supports the government's correct grasp of Hong Kong's future development direction, believing that society and the economy can leap to a new level and stage.
Dr. Wu believes that to further enhance Hong Kong's industrial development, it is essential to promote Hong Kong as a Web3 hub, strengthening the connection between the traditional financial system and the cryptocurrency market, allowing the Web3 industry to enhance the total GDP output of the real economy.
Additionally, Dr. Wu suggested to the Chief Executive last year to promote national aerospace technology and shape an "aerospace economy." He is pleased that the new "Policy Address" further implements the promotion of aerospace technology development and supports the space economy.
3. Promoting the Effective Use of AI Technology by All and Advancing Smart Hong Kong Development
Dr. Wu proposed to the Chief Executive to strengthen the application of artificial intelligence (AI) by the government and communities, and he is pleased that the Chief Executive discussed measures to expand AI applications in detail in the new "Policy Address."
Dr. Wu is glad to see the "Policy Address" propose the establishment of an "AI Efficiency Enhancement Group" and hopes the government can further enhance civil servants' grasp of digital technology, fully promote AI governance, improve government efficiency and effectiveness, optimize policy processes, reduce manpower needs, and cut expenses, thereby better serving the public and promoting economic development and social progress.
4. Breaking Down Barriers, Simplifying Administration, and Accelerating Development of the Northern Metropolis
Dr. Wu advocates for breaking down barriers and accelerating the development of the Northern Metropolis. The "Policy Address" dedicates a chapter to related measures and establishes a "Northern Metropolis Development Committee," which Dr. Wu fully supports.
The government will trial a "district development" model in the Northern Metropolis, granting developers sizable plots for comprehensive development. Dr. Wu suggested that the government could adopt more flexible and innovative financing arrangements to accelerate Northern Metropolis development, such as phased payment for bids, which could alleviate developers' liquidity risks and increase incentives to attract more developers to bid.
