"Bitcoin Era and Great Harvest" author Adam Livingston suggests that the U.S. government could increase its strategic reserves of Bitcoin (BTC) by using part of its tariff revenue surplus to acquire Bitcoin.
Livingston recommends allocating a portion of the monthly trade tariff surplus to Bitcoin held in secure cold storage. He explicitly states that this Bitcoin will not be used for trading, staking, selling, re-staking, project financing, loan guarantees, or yield-bearing lending. He stated:
"This surplus has not been allocated or pre-used, nor is it tied to healthcare, welfare, or debt repayment; it is currently idle and awaiting a determined purpose," Livingston added.
The proposal to fund the U.S. Bitcoin strategic reserve with tariff surpluses could become a way for the government to increase its Bitcoin holdings under President Trump's executive order, which requires that additional Bitcoin be acquired through budget-neutral strategies.
U.S. Treasury Secretary Scott Bessent stated on Thursday that the government will not purchase new Bitcoin for its strategic reserves.
"We will not buy such assets, but we will continue to use seized assets to expand reserves," Bessent said in an interview with Fox Business.
However, Bessent later clarified that the government is still "exploring budget-neutral ways" to accumulate more digital currency.
To achieve budget neutrality, various strategies have been proposed, including revaluing the Treasury's gold reserves, which are currently valued at only $42.22 per ounce, while the spot market gold price is about $3,335 per ounce.
Other budget-neutral options include reallocating existing government reserve assets, such as selling oil from the Strategic Petroleum Reserve to increase Bitcoin holdings.
