New Hampshire Governor Kelly Ayotte signed HB 302, announcing the establishment of a "strategic Bitcoin reserve," allowing up to 5% of state treasury funds to be allocated for holding precious metals, Bitcoin, and other digital assets with a market capitalization exceeding $500 billion. The New Hampshire Treasury currently holds approximately $3.6 billion, theoretically allowing for the purchase of about $181 million in precious metals or Bitcoin.

Although Utah previously passed related legislation, it removed the key provision for a strategic Bitcoin reserve, retaining only aspects like digital asset custody protection. Therefore, strictly speaking, New Hampshire becomes the first state in the U.S. to include Bitcoin in its state treasury reserves.
