Historically, there has never been a precedent for a Federal Reserve Chairman being fired by the President.
Many friends have asked whether Trump has the authority to fire Powell. In fact, he does, but the conditions are very strict. According to the Federal Reserve Act, the Federal Reserve Chairman can only be dismissed "for cause," such as incompetence, failure to perform duties, or serious misconduct.
Currently, Trump is trying to use the $2.5 billion cost overruns on the Federal Reserve headquarters renovation project, as well as whether Powell's testimony in Congress was misleading, as "for cause" reasons. However, legal experts point out that budget overruns may not necessarily constitute "incompetence or serious misconduct," and such grounds for dismissal remain a legal gray area, lacking precedent support.
The Supreme Court has also indicated that the President does not have the authority to fire Powell solely due to policy disagreements. Although Trump is considering using the renovation budget controversy to build a "for cause" basis and has initiated internal discussions, this approach has not been legally validated.
