作为面向数据的智能合约平台，COVA 协议首创的 Smart Policy（智能条款）旨在解决传统互联网协议只能让用户传输数据，无法控制数据被何种方式使用的问题。在 COVA 协议下，即便将数据交由第三方使用，用户仍对其保有 100% 控制权，可以规定它应该以何种方式被访问、交易，防止隐私泄露。在保证数据自由流动的情况下，智能条款将赋予数据拥有者真正的物权，从而推动数据通货化交易。
