Preliminary results of the second round of London consultations between China and the United States: In principle, they agree to implement the Geneva Consensus and the framework reached in the leaders' call. US Commerce Secretary Lutnik stated that he will also report to the President and await further review. If approved by the leaders, he hopes that the rare earth issue can be resolved under the new framework. As a corresponding measure, the US will also lift some export restrictions. US Trade Representative Greer stated that there are currently no additional meetings scheduled, but the two sides have frequent dialogue and can arrange them if necessary. The Chinese side said that both sides had "professional, rational, in-depth, and frank exchanges". From the current statements, it seems that the London talks should continue the framework of the Geneva Consensus, and there is some consensus on key structural issues such as export controls and industrial subsidies, but it has exceeded the scope that the negotiators of both sides can decide and needs to be decided by the leaders of both sides. So much so that after two years of talks, the negotiators cannot clearly inform us of the specific progress? From Greer's statement, it seems that after two days of negotiations, there was no arrangement to continue the talks on the third day. The meeting on the second day was obviously longer than the first day. My personal understanding is that both parties agree on the general direction and principles, which also means that there are more specific contents and details that either need to be approved by the top leader or discussed later. Now we are waiting for both parties to report to the boss separately, will a new statement be issued.
