[South Korea's Digital Asset Law Draft Aims to Submit This Month, Single Shareholder Stake Limit Proposed at 15% to 20%] Odaily reports that South Korea's Financial Services Commission is coordinating inter-departmental differences regarding the draft government law on digital assets, aiming to submit it by November and proceeding through legislative legislation. Regulators are discussing setting the single shareholder stake limit for cryptocurrency trading platforms at 15% to 20%, and granting existing platforms a 1-2 year transition period; considering property rights disputes, it may also be changed to restricting only voting rights. The bill proposes changing the entry system for trading platforms from a reporting system to a licensing system, and the issuance of stablecoins is expected to adopt a bank-centric consortium format. It also discusses no-fault liability for hacking attacks and system accidents, and listing violations of the obligation to actually hold cryptocurrency assets as grounds for business suspension. South Korean Deputy Prime Minister and Minister of Finance and Economy Lee Hyung-il stated on November 5th that he will consult with the National Assembly to postpone the cryptocurrency income tax, originally scheduled for next year, for two years. The ruling party advocates prioritizing the drafting of this law, establishing a comprehensive regulatory framework, and allowing businesses and investors an adaptation period.
