[SEC Submits Crypto Brokerage Rule Proposal to White House for Review, Involving Four Securities Regulations]
Odaily Planet Daily reports that the U.S. Securities and Exchange Commission (SEC) submitted a proposed rule for crypto brokerages to the White House on November 3, 2026, requesting regulatory review. The proposal covers four provisions under the Securities Exchange Act, encompassing brokerage capital, client asset protection, and record keeping. Currently, there is no publicly available draft or confirmed release date.
The proposal involves rules 15c3-1, 15c3-3, 17a-3, and 17a-4, respectively addressing net capital requirements, client asset protection, record keeping, and record retention. A staff statement released by the SEC in December 2025 provided guidance on some crypto asset custody arrangements but did not amend relevant rules or establish comprehensive custody standards.
The Democrats are expected to win a majority in both houses of Congress in the November 3, 2026 midterm elections and will likely gain control of the new Congress beginning January 3, 2027. Congressional Democrats can oversee the proposal through hearings, document requests, and funding negotiations, but its passage depends on subsequent oversight procedures. (Bitcoin.com News)
