Small amounts (<10wU), withdrawals from the exchange's own blockchain, and withdrawals of USDT/USDC that can be frozen would still be allowed freely. This way, 95% of users wouldn't be affected at all. However, hot wallets could hold much less money, so even if there were losses, it would be tolerable.
