I held a coordination call on the efforts in our region to address the aftermath of Russian strikes and restore energy supplies. The situation is worst in Kyiv – people and businesses are facing prolonged power and water outages, and the challenges are extremely serious. In fact, these are the consequences of the failure to implement decisions at the city level on preparations for the heating season, as well as of this Russian operation against Ukraine’s energy infrastructure. The Ukrainian government is providing additional resources and taking measures that can help. This includes supplying equipment and accelerating restoration work. We also have agreements with Germany and Spain – I discussed this with leaders and companies during my visits – on the supply of necessary generators, cables, and other equipment. There were also reports on the situation in Dnipro, Kharkiv, the Poltava, Cherkasy, and Vinnytsia regions, Odesa and the region, as well as the Zhytomyr, Sumy, and Kyiv regions. We also held separate discussions with representatives of energy companies – both state-owned and private – about the need to bring in additional crews and accelerate restoration. The Prime Minister of Ukraine reported on the launch of a program of additional monthly payments for everyone involved in restoration work – including energy workers, utility workers, railway workers, and employees of water treatment and water supply facilities. Importantly, designated capabilities of the Armed Forces of Ukraine are being brought in to restore the power grid and energy facilities. There were reports from the Commander-in-Chief of the Armed Forces of Ukraine and the Commander of the Air Force on the use of combat aircraft, groups protecting energy and infrastructure facilities, and mobile fire groups to shoot down “shaheds.” We are preparing additional supplies of munitions for F-16s – relevant agreements with our partners are already in place. The Prime Minister of Ukraine has also received separate instructions regarding communication with neighboring countries and the operation of export Solidarity Lanes.
