[Cipher Bears $359 Million Overspending Threshold] According to Jinse Finance, on November 6th, BlocksBridge Consulting's Miner Weekly column (author Wolfie Zhao) analyzed the cost allocation for AI data center overspending during this quarter's earnings call. Cipher agreed to bear the first tier of costs exceeding the original budget for Barber Lake, $359.3 million, under the revised lease. The excess will be reimbursed by the tenant through additional rent over the total 20-year contract period, with agreed-upon returns. Management stated that the main reasons for the overspending were signing contracts before the design was fully mature, excessive change orders, low productivity, and equipment delivery delays. Equipment price increases were not the primary cause. The next-generation lease is planned to be signed after the design is 30%–60% complete. Riot stated that approximately 70% of Rockdale's total budget will be included in the guaranteed maximum price contract, maintaining an estimate of $11 million–12 million per critical IT megawatt. In its example model, the loan cost ratio decreased from 90% to 80%, and the cash equity requirement increased from approximately $800 million to approximately $1.5 billion. Core Scientific disclosed $4.4 billion in unfulfilled procurement and construction commitments, the vast majority of which are expected to occur within 24 months.
