[OpenAI Releases Compute Campus Community Compact and Policy Blueprint] According to TechFlow, on November 5th, OpenAI released the National Community Compact and Compute Campus Policy Blueprint, referring to AI data centers as "Compute Campuses" and making commitments regarding community communication, energy costs, and information disclosure. The Compact applies to OpenAI's future owned and operated campuses. It explicitly states that: public officials will not be required to sign non-disclosure agreements (NDAs) as a condition of discussion or negotiation; only limited protection will be maintained for secure information, trade secrets, or proprietary sensitive information; OpenAI will bear the full cost of electricity and related infrastructure, protecting electricity prices for other users; and construction plans, as well as the impacts on noise, water, electricity, and sustainability, will be publicly disclosed. The Policy Blueprint calls on federal, state, and local governments to legislate to limit mandatory NDAs for public officials, require the disclosure of environmental impact and employment data, and protect residents from subsidizing data center electricity costs.
