A classic example of how L2 is far more centralized than L1 is the actions of Arbitrum and Polygon against the Binance hack.
Arbitrum acted first and reported later, leaving Polygon powerless.
Arbitrum quickly activated its privileged privileges to freeze the hacker's address and forcibly transfer assets;
Polygon could only freeze the hacker's address, unable to forcibly transfer the stolen funds;
To recover the 70.49 million Ethereum tokens (0x455e53cbb86018ac2b8092fdcd39d8444affc3f6), Polygon could only do so by initiating a hard fork proposal. Only after the proposal passed and the state was modified could the funds be recovered.
